When Vilas Sapkal took over at helm of affairs, it was expected that the situation will change. But, after he assumed charge on December 22, 2010, no effort has been made to fill up these statutory posts, some Senate members claimed. They stated that university is suffering on account of vacancy and persons who were handed over the additional charge of these key posts, especially of registrar and CoE, are not able to do justice to their jobs. Not only these posts, but even that of PRO is also lying vacant, thus leaving university completely incommunicado.
Though lately, BCUD directors post was filled up with appointment of Arvind Chaudhari, the all-important registrar's post is still vacant from June 16, 2009, and CoE's from November 16, 2010. Neither Sapkal nor Yenkie could be contacted for their comments on administration's side.
Management Council (MC) member Mahendra Nimbarte had strongly pressed for immediate filling up of all vacant posts during MC meeting. "But even after two weeks, the administration has failed miserably to take any step," he told TOI. "This is highly unfortunate as NU functioning is crippled due to absence of these key posts," he added.
He remarked that at least Sapkal should take initiative to fill up pro-VC's post to help him in administrative work. "Decentralization of administration is necessary for smooth functioning and VC must fill up this post on priority," Nimbarte said.
Commerce dean Bharat Meghe who had raised a question in this regard in Senate agenda stated that NU wasted precious money on conducting two interviews for registrar's posts (TOI reported the issue on March 14).
"They replied that they had not found suitable candidate. Then they must clarify who's suitable for them?" he remarked.
Meghe added that the incumbents were also burdened with their regular responsibilities. "Registrar Mahesh Yenkie is also a LIT director apart from being a lecturer," he said.
He insisted on filling up of pro-VC's post. "This posts remains in VC's hand and its surprising why it is not being filed. Perhaps, last VC's experience might be one of the reasons," he said.

A lawyer, Mohan Bajpayee strongly supported roll back in fees, stating that fees were doubled in last five years. He also suggested a solution to the problem by informing the House that NU had hiked teachers' remuneration three times for conducting evaluation work and if it was reduced, the exam fees could be brought down significantly. He cited Section 32(5)(g) of Maharashtra Universities Act, 1994, which makes it mandatory for the teachers to help with university exam work and that their refusal could lead to disciplinary action. He questioned why teachers were being paid for mandatory work when evaluation work was being done 'on duty'. Mahindra Nimbarte, Samir Kene and Ritesh Ganar also endorsed his stand.
Though Bajpayee's suggestions were openly accepted by commerce dean Bharat Meghe and few others, a majority of teachers in the Senate didn't like the idea but preferred not to express it. Senior NU officials, however, admitted that if teachers' remuneration was stopped, the exam fees would reduce by more than half. "Some teachers earn up to Rs 3 lakh during winter exams. The teaching community is primarily responsible for most of the problems. Poor evaluation of papers which forces students to apply for revaluation is one of them. Even the Nagpur Bench of Bombay High Court had rapped NU evaluators for poor quality of valuation in case of a law student Richa Inamdar," officials told TOI.
Citing the case of teachers who evaluate state board exam papers, the officials questioned that when they were not paid any remuneration despite comparatively higher number of students than NU, why university teachers should be paid for it. Officials further added that with implementation of sixth pay commission, their salaries are sky high, new a lecturer getting a minimum of 50,000 - 55,000 at start. Those having five years or more experience were getting 70,000- 80,000 while lectures with minimum 15 years of experience were offered 1-1.5 lakh.
"Out of 365 days in a year, a lecturer's working days are 210 and for checking papers, they have to be on duty from 11am to 5pm only. Still, they take home lakhs including travel and dearness allowances. They also get their full salary in this period, the NU officials informed.

"Affiliated colleges should get involved in research to generate industry interest. We are trying to evolve a supportive mechanism, like financial assistance, which will help colleges get involved in research. We are eworking with our colleges to put in place good facilities and encourage students to get into higher level research," said Sapkal. He said the varsity is keen to develop a strong research-oriented atmosphere across campuses.
Earlier in the day, while speaking at the international conference organized by Tirpude College's department of management studies and research (DMSR), Sapkal stressed on the importance of research for the economy. "In the years preceding liberalization, our industries had got used to the closed economy scenario. In the nineties, the policy was totally changed and our industries did not have the technology to compete with companies from abroad. Research is an important part, which needs to be nurtured and it will give us the competitive edge," he said.
Devendra Parekh, president, VED Council, said, "Fortunately, we have a competent VC in Sapkal who focuses on research. But unfortunately, this part had been ignored by his predecessors, thus loosing valuable time for the industry. Our industries can benefit from research in metallurgy and we are hopeful that the VC will promote this."
He added that though the current research scenario in NU is grim, VED is hopeful that things will improve. "Research is an area which has to be a collaborative effort and many universities across the country are doing it. Pune University is working with the engineering sector while Marathwada University is collaborating with pharmaceutical companies. VC Sapkal even met some potential investors at a VED function and told them of the talent pool in the region. These kind of proactive steps will ensure NU and industry work together for the benefit of the region," he said.
Lalit Khullar, director, Tirpude's DMSR, said, "We organized the conference with the hope of bringing different views on a common platform. Research can help businesses sustain themselves during recessionary times by providing a competitive edge."

CONCOR has been allotted 66 acres of land at 1 crore an acre, and the decision has been endorsed by MADC's board on Thursday. However, on Friday itself Nagpur Sical Gupta Road Terminal Ltd (NSGRTL), secured a court stay till April 7.
This company had earlier bagged the contract to set up the rail as well as road terminal in Mihan, although the work did not take off with both MADC and NSGRTL trading charges of non-cooperation and backing out on promises. NSGRTL says that eventually the project became unviable for which it blames MADC. The latter, on the other hand, questions the seriousness of NSGRTL in going ahead with the job.
The very concept of Mihan, which stands for multimodal, international cargo hub and airport at Nagpur, (Mihan) is based on setting up infrastructure to facilitate, movement of cargo through rail, road as well as air. For this a facility like road and rail terminal is essential. However, due to several reasons, the core idea had taken a back seat and the special economic zone (SEZ) coming up in the adjoining area got a priority.
MADC had invited bids for the rail terminal a couple of months ago. Although a road terminal was also planned to be built simultaneously, MADC decided to do it later, again due to an objection by NSGRTL. As MADC went ahead with terminating contract with NGSRTL citing non-payment of rent as reason, the latter decided to evoke the arbitration clause in the deal over the road terminal.
Now, the company says the contract has been wrongfully allotted to CONCOR. MADC's vice-chairman-cum-managing director UPS Madan confirmed both the developments. He said CONCOR was expected to start work as soon as the formalities were over. About litigation, he said a status quo has been ordered and MADC will have to reply by April 7.
The company's stance is that although the contract was allotted to NSGRTL, it did not make the requisite payment to take over the land. As a result it was decided to go-head with the fresh contract.
The CEO of NSGRTL Ashok Mundhara said the land could not be taken over as MADC had not acquired it at all. "The contract was allotted in 2006 and the land was acquired in 2009. By this time the portion was excluded from the SEZ, taking away tax benefits. Moreover, companies projected to be starting operations in Mihan did not come up too. NSGRTL wanted a deal on fresh terms to which MADC did not respond," he told TOI. He said the company was still ready to go-ahead with the project provided there were conducive conditions.
However, earlier this firm had maintained that the project was given up on the grounds that it would be a dead investment due to lack of industries in SEZ.
Mundhara said both road and rail terminal were complementary to each other and could not be developed in exclusivity.

N G Ganar, MLC (Teachers Constituency), said, "The hike in education Budget is just over 17 per cent whereas it should have been almost 100 per cent minimum. The central government wants to implement the Right To Education ( RTE) fully without providing the necessary funding for it. I would say that the government is talking about buying a chopper whereas they don't even have money for a cycle."
Deepak Bajaj, a well known academician, said, "We are disappointed that the government is not considering education as a priority and this 17 per cent increase is of no use to us. For any country education sector should be a priority as it will build a base for the future. Needless to say that the government has to invest in it if it wants reap the benefits."
Mahesh Karajgaonkar, deputy director (education), said, "The government has allocated Rs48,000 crore while it should have given at least Rs60,000 crore. With this budget allocation we will not be able to deliver the goods, in fact it will be tough to even maintain the current infrastructure."

SSC student Sachin Verma has been advised to undergo an eye operation after a mobile phone exploded, leaving some particles pierced in his right eye. Verma, a resident of Manish Nagar, was trying to open the Chinese make cell phone when it suddenly exploded on Friday afternoon.
Doctors said that Verma's lenses have been damaged and he will have to undergo an operation. Apart from his eyes, Verma also suffered injuries on his right hand and thighs. Though doctors have assured that Verma will not lose his eyesight, he will not be able to appear for his next SSC paper on Monday.

The one-man panel of the retired Bombay high court judge was constituted on April 16 last year after TOI, through a series of reports, exposed how politics had played its part in NU polls for Senate and Board of Studies (BoS). This newspaper also reported about warring groups within the university and allegations of forgery, blackmailing and even threats to NU top officials.
Citing an NGO, TOI had reported that as to how assistant returning officer for BoS polls Vilas Ramteke was allegedly blackmailed and forced to resign by members of Secular Panel that included some eminent academicians. The NGO had accused them of encouraging corruption and promoting unethical practices in the academic circles and also interfering in the NU administration.
Yenkie confirmed the development, stating that the VC had entrusted him to take further action. He refused to provide specific details.
Insiders, however, confirmed that the report had indicted academicians and also recommended action against them for adopting unethical practices during polls. The judge also probed the old case of tainted Dhanwate National College (DNC) lecturer Pradip Hadke who forged documents and cast a bogus vote during Senate elections.
Interacting with the media last time, Yenkie had revealed a disturbing fact that even top officials including him received threats from political parties which pressured them for granting favours to their candidates during polls. He also talked of finding several cases of candidates using forged documents or submitting false information for contesting in NU polls or voting in them. Terming these acts as "shameful", the registrar had vowed to punish the guilty and even lodged a police complaint against such tainted persons. He had also stated that even Hislop Education Society, which later withdrew complaint against Hadke under pressure, would not be spared if the lecturer was indicted by the panel.
Insiders, however, raised doubts on NU bosses' commitment on acting on the probe report, citing their inaction on earlier such reports. There is little action in the roster scam in which over 500 university appointments are under scanner. In fact, even after indicting reports from another retired Bombay High Court judge GG Loney who recommended immediate police complaint to probe the scam, NU bosses are reluctant to act against accused, allegedly due to political pressure.

Rajesh Asudani (35), a meritorious candidate who aspired to be a lecturer, had argued in-person during first hearing but taking into consideration his blindness, the court appointed Ashutosh Dharmadhikari as amicus curiae to plead his case. He claimed that NU violated Persons with Disabilities (Equal opportunities, protection of rights and full participation) act, 1995, in its advertisements for recruitment of professors, associate and assistant professors. He said these advertisements provided reservation for the disabled but "subject to availability" and stated that preference would be given to physically handicapped. He added that advertisements failed to specify the exact nature of disability and were against various circulars issued by UGC, Government of Maharashtra, Ministry of Social Justice and Empowerment, and also against the settled laws established by judgments of Supreme Court and various high courts.
Asudani, working with RBI as Class-I officer, pointed out that NU had issued advertisements for lecturers' recruitment three times in five years - on July 13, 2007, March 26, 2008 and August 30, 2011. The petitioner contended that reservation of posts for disabled persons under Sections 32 and 33 were binding on all the establishments but NU disregarded them in letter and spirit while reserving only four posts for physically handicapped persons, that too making it "subject to availability". He took strong objection to this rider terming it as patently illegal and militating against the letter and spirit of law.
Asudani argued that same rider had not been placed for filling up posts for SC/ST candidates, even though some posts have been advertised numerous times. He cited examples of head of NU post graduate law department Shirish Deshpande and retired sociology lecturer Prof Lakshman Khapekar who earned distinction for their unmatched academic success despite blindness from this very university. He prayed for cancelling the advertisements and directives to NU to come up with new one with proper reservations for disabled.

Two days after students of Nagpur University embarked on exam journey, troubles returned to haunt its officials. On Wednesday, nearly 50 students stormed NU's administrative premises near Maharajbagh with a demand to postpone their exam. The students are pursuing one-year post-graduate diploma in computer science and application (PGDCS & A) in various colleges.
They gathered near vice-chancellor Vilas Sapkal's chamber and raised slogans. According to them, the timetable was released just 10 days before the exam, leaving them in a complete shock. They demanded more than one day's gap between two papers. They claimed that the timetable was not uploaded on the NU's website. TOI had many times highlighted the problem faced by lakhs of NU due to failure of officials to update the website. It was only after TOI reports that some changes were made.
Students claimed that in the age of information technology (IT), NU seems to be moving in the dark age which is evident from its website. They alleged that NU has been charging Rs 50 per students towards e-suvidha since last many years, but no such facilities are offered. There are no details of where the collected money has gone, they claimed. The atmosphere turned tense for sometime as students kept raising various issues.
Controller of Examination (CoE) Siddharth Kane however refused to accept any of the demands of students and denied allegations. He told them that timetable was dispatched to the respective colleges about a month back. He said it was the fault of colleges if they failed to provide timetable to students. The regional hub of Indira Gandhi National Open University (IGNOU) conducted a science quiz for the inmates of Central Prison here. As many as 30 questions were asked and prisoners displayed a tremendous amount of knowledge with their quick replies even before the question could be completed, authorities said. The event was a joint initiative between the IGNOU and Nagpur chapter of the Indian Science Congress. The winners were awarded merit certificates and a book on science on the sidelines of the National Science Day on February 28. Technically, an MoU differs from an agreement as the former is generally an expression of willingness by the two parties to enter into a pact if certain conditions are met by both.
State governments often sign MoUs with prospective investors from the industry some of which materialize. In this case, other formalities are being done. MADC has called it the biggest investment proposal so far.
Infosys proposes to take up 142 acres of land in the SEZ, where it plans to come up with its 12th campus in the country. CEO and managing director SD Shibulal told the media that the company plans to invest Rs 150 crore and that 2,000-3,000 jobs would be created in the initial phase. The operations are likely to start within three years, added Shibulal.

Parents of students also gathered in the college to meet trustee GD Panpaliya, who has given them a written assurance of taking necessary action in next 15 days.
The college lost its affiliation to Maharashtra University of Health Sciences (MUHS) for current academic session owing to insufficient staff and infrastructure. The university has given Satchikitsa Prasarak Mandal Trust that runs the college a list of requirements that need to be fulfilled in order to regain affiliation. Students and parents say the management is not bothered to renew affiliation while the president of the trust Panpaliya says he is in talks with the university and the problems are being created by some staffers for maligning the college.

The Directorate of Medical Education and Research (DMER) will commence sale of application forms for Maharashtra Health and Technology Common Entrance Examination (MHT-CET) on March 19. Forms will be sold till March 31. The exam would be conducted on May 10.
DMER is a competent authority for the test which annually draws over two lakh engineering, medical and pharmacy degree aspirants from Maharashtra and other states. Over 1.10 lakh engineering seats, 7,000 medical and 8,345 pharmacy seats are up for grabs.
DMER officials said, the sale and submission of application forms and information brochure would be done through respective schools and junior colleges. For outside Maharashtra candidates (OMS), it would be available at the offices of divisional authorities in every district. The form and brochure would be available for Rs 700 for general and OMS candidates while it would be provided for Rs 500 for those belonging to reserve category.

Nagpur IT News 2012 : Infosys to set up development centre in Nagpur, inks MoU with state Govt
IT major Infosys will set up a software development centre in the city, its second in Maharashtra after Pune, with an initial investment of Rs 100 crore.
The Bangalore-based software services provider today signed a memorandum of understanding (MoU) in this regard with Maharashtra Airport Development Company (MADC) in presence of Chief Minister Prithviraj Chavan.
The MoU was signed by MADC Vice-Chairman and Managing Director U P S Madan and Shibulal, Managing Director of Infosys.
India's second-largest software firm will be allocated 142 acres of land for the centre at Mihan, a air cargo project being developed by MADC.
According to the MoU, the IT firm will start operations within three years at the centre which will come up at an investment of Rs 100 crore and provide jobs to about 2,000 software engineers over five years.
Infosys intends to invest a total of Rs 415 crore and create jobs for 14000 IT engineers when the centre, the firm's 12th in the country, is fully developed in about 10 years.
Infosys has 64 offices and 68 development centres in India and abroad and 1,45,088 employees as on December 31, 2011.

A total of 168 instances of exam malpractices were recorded on the first day of the state education board's secondary school certificate (SSC, Class X) examination, which started on Thursday.
