The results of Maharashtra's last MBA entrance exam conducted by Directorate of Technical Education (DTE) on March 11 are out and over 79,410 students have managed to clear it. State technical education director Subhash Mahajan told TOI from Mumbai that about 82,764 students actually appeared for the examination of which 3,354 were disqualified on various counts. Those clearing the exam would fight it out for nearly 34,000 seats available in over 400 colleges across the state.

From Nagpur division comprising six districts, 9,226 candidates had registered for this year's exam of which over 8,000 actually appeared at three centres. But in comparison to 2010 where 11,600 had appeared, and 2009 where over 19,000 had taken this exam, this year's number was still less.

According to DTE officials, the MAH-MBA/MMS-CET was conducted across 21 centres in the division of which, 19 were in Nagpur while one each was allocated to Bhandara and Chandrapur. A total of 5,490 seats are up for grabs in 60 colleges across the division. Last year however, about 2,677 seats remained vacant which led to institutions going into bankruptcy.

The entrance was originally scheduled for February 26 but since its dates were clashing with All India Council for Technical Education's (AICTE) Common Management Aptitude Test (CMAT), it was postponed. A majority of colleges from the division have stated that they will also accept CMAT scores for admission.

Nagpur University's emergent Management Council meeting on Tuesday failed to clear much-awaited panels for conducting interviews for 119 teaching posts, vacant since last decade or so. The members flayed administration for preparing faulty lists that were not as per prescribed criteria.

The item was later withdrawn as angry members were reluctant to clear the panels, sources informed. However, the council cleared proposal for a new 'School of Science and Technology' which would now be sent to UGC for clearance. After Government Engineering College in Chandrapur went to Gondwana University, NU was left without a full-fledged government engineering college. The council also cleared proposal of 32 new colleges and 38 faculty extensions.

Sources added that other contentious item regarding purchase committee bills for purchasing new luxury vehicles for vice-chancellor Vilas Sapkal and BCUD director Arvind Chaudhari was also dropped at the last moment owing to criticism from all quarters after it was first reported by TOI on April 14. TOI had reported that while NU was raising exam fee citing financial crunch, it was purchasing luxury vehicle worth about Rs 15 lakh for VC even though existing one was in good condition and just five years old.

The council, however, granted nod to Sapkal's visit to Frankfurt in Germany for attending an international conference from June 18 to 22. The VC is supposed to present a paper in the conference and chancellor had already sanctioned his leave. The VC is also going on leave from June 4 to 17 which was sanctioned by the members while congratulating him. Among other issues, proposals under 12th five-year plan were discussed and cleared during the meeting, sources informed.

Mumbai fiasco a wake up call for Nagpur University

The exam paper leak at Mumbai University and subsequent events are a wake up call for the Nagpur University which is battling with a host of problems. After MU's debacle, academicians and politicians are calling for vice-chancellor Rajan Welukar's head. Even chancellor summoned the beleaguered VC and asked him to fill up all vacant posts including that of registrar, controller of examinations and pro-VC immediately.

NU, in fact, is facing much bigger problems. Not only its three statutory posts but also a majority of teaching and non-teaching posts in its 40 departments are vacant. Even after spending Rs 2 lakh on two advertisements and rounds of interviews, NU failed to find a "suitable" registrar since Subhash Belsare retired three years ago. TOI had carried a detailed report in this regard on March 25.

NU also opened three new postgraduate departments- molecular biology, genetic engineering and commerce- from current academic year. The UGC, under its 11th five year plan, had sanctioned posts of a reader and two lecturers for all three departments and their salaries would be borne by it for five years. NU had also received UGC sanction to appoint 19 other lecturers. It forwarded those proposals to the government, as after five years, salaries for these 25 lectures is to be borne by the government. The government has failed to respond to the proposals till date and the departments are running with contributory teachers.

Attempts to contact state minister for higher and technical education Rajesh Tope were not successful. PRO with the chancellor's office Umesh Kashikar confirmed that the instructions to fill up vacant posts in MU were given to Welukar but pleaded ignorance about similar condition in other universities including NU. NU Management Council Member Mahendra Nimbarte asked whether administration was waiting for MU like fiasco before acting. "Over 800 posts are vacant in NU. Efforts to fill them have not been made for years citing frivolous reasons," he said.

Taking a dig at administration led by VC Vilas Sapkal, Nimbarte said at least pro-VC's post, which is in VC's hands, should be filled on priority. "Pro-VC would have helped the administration to perform more efficiently. Decentralisation of powers is a must for any organisation. "It is surprising why such an important post could not be filled up," he said.

Though NU had floated advertisement for 119 posts, wrong mention of eligibility criteria resulted in process being stayed by the high court. Newly-appointed PRO of NU Prashant Mohite stated they had already floated advertisement for registrar, CoE and other posts of librarians. "In case of pro-VC, a majority of universities have not appointed them. To my knowledge, VC has dispatched a proposal in this regard to the chancellor's office where it is pending," he said.

The Kendriya Vidyalaya (KV) of Yavatmal Lack of school facilities puts students in jeopardy

The Kendriya Vidyalaya (KV) of Yavatmal bears the marks of indifferent attitude of the principals of the school in form of over 500 students deprived of basic educational facilities. Sitting Lok Sabha member Bhavan Gawali held a meeting with the ministers and revenue officials at the mantralaya on Wednesday and briefed them of the students' hardship.

The sad state of the school, run by the central government, came to fore when a group of parents approached Gawali and narrated their woes over the children's academics. Gawali assured them that she would take up the issue with the concerned department of the state. Talking to TOI from Mumbai, Gawali informed the minister and secretary has assured her to look into the matter.

According to sources, KV was launched in Yavatmal in 2007. The school is controlled by a district level committee headed by the district collector. However, despite its existence since five years, the school does not have its own premises. The school is housed at present in a dilapidated building which is shared by the Sarva Shiksha Abhiyan Centre on the Yavatmal - Godhani Road.

As per laws, a school must have its own premises within two years from its inception. But due to the indifferent attitude of the principals of the school, it could not have its own premises. The school has over 500 students studying in Std I to X, who were selected after a centralized entrance exam. But, there is no proper boarding facility, play ground, library or laboratory for the students.

The students are being taught as per CBSE syllabus. The students of the Class X will have to appear for board exams for which they need adequate practical facilities for science subjects. Since the school does not have a laboratory, the students are deprived of regular practical, sources said.

One of the parents' representatives Pravin Pande alleged that the proposal for getting suitable premises owned by revenue department was submitted to the mantralaya through the district collector three years ago. "However, the file was returned on some lame excuses. Once the file was found missing from the mantralaya itself and we were asked to resubmitting a fresh proposal. That is now complied with," he added.

In an expansion mode, the BHEL unit at Bhandara will manufacture structural fabrication units - a key component in a power plant boiler. The plant is expected to entail an investment of Rs 1,000 crore.

BHEL's head of power sector in western region KS Mathur said the process has already begun, though no time frame can be cited since the project is in a preliminary stage. Sources in the company said the land has already been identified near Sakoli, a tehsil place in the district.

BHEL comes under the ministry of heavy industries, presently headed by Praful Patel, Member of Parliament from Bhandara-Gondia. Patel is keen to get some investment in his constituency, which is one of the factors for BHEL having chosen Bhandara as the site.

Currently, structural fabrication units are made at BHEL's plant at Tiruchirapalli in Tamil Nadu. The work will be shifted to Bhandara and the capacity at Tiruchirapalli will be utilized for some other purpose, BHEL officials said.

A request has already been put up before the district collectorate and Maharashtra Industries Development Corporation (MIDC), to acquire land for BHEL. A chunk of the area is private farmland. The mode of acquisition, whether through compulsory take over or negotiations, has not been decided yet, said a source in the state government.

The BHEL plans have enthused local industries, who expect the unit to provide a boost to ancillaries. President of Butibori Manufacturers Association (BMA) Hemant Ambaselkar says this will provide an opportunity to local units, as many of them take up assignments from the power sector.

Although Nagpur would have been the ideal choice, due to the Butibori industrial estate coming up here, Bhandara too is of logistical advantage to the company as its clients are spread all over the country.

Former president of Vidarbha Industries Association Pravin Tapadia sees this as an opportunity for the local industrialists to get exposure to the latest technology used by this PSU.

The leaders demanded a high level inquiry during a press conference held two days after court order. They forced on a CBI inquiry against the alleged degree, scams and corruption of Rai.

The district president of SC ST and other backward cell of NCP, Pradeep Vankhede said, "The university is targeting students from the backward community, harassing them, rusticating them and issuing forged certificates," we demand strict action against the VC and the administration.

He stated, "Rai has been prima facie found involved in fake certificate case, CAG reports are raising objections on his financial misdeeds, MHRD and UGC raised questions on appointments made by him. He is patronizing professors engaged in plagiarism, we won't allow him to be on his post any more."

He added, "If he remains on the post he will destroy the evidence and tamper the documents to hamper the inquiry, he may also put pressure on police as being from IPS service,' he added.

While Ashok Meshram, the Vidarbha general secretary of RPI (A), said, "I had sent repeated applications to the Prime Minister, President, MHRD minister and UGC in 2011. All offices simply made eyewash query from the university. Hence my party and I demand immediate removal of Rai from the post.

The leaders, united under the banner of Save Hindi Vishwavidyalya Social action group, are communicating with the President of India, visitor of the university and the Prime Minister and MHRD to remove Rai.

"BHEL is in the process of acquiring 200 acres of land to set up a fabrication plant to meet its own requirement for electrical machines," K S Mathur, Head of BHEL Power Sector (Western Region) told reporters here.

He said the land acquisition from both Government and private parties was in an advanced stage and may be over during the current fiscal. After that, the company will start the work on the plant, which will cost Rs 1,000 crore.

One such plant exists in Trichy and since Bhandara unit will be located in central India, it would help in dispatching fabricated parts quickly, Mathur said.

Talking about the company's financial performance, he said BHEL has achieved a turnover of Rs 1,480 crore in 2011- 12, which was 22 per cent higher than the previous fiscal. The Profit Before Tax (PBT) rose 45 per cent to Rs 177 crore.

To a question, Mathur admitted that there was 20 per cent gap between supply and demand though the company has augmented its production capacity from 6,000 mw to 20,000 mw capacity generation units.

BHEL recently supplied one unit of 500 mw to MahaGenco's Khaparkheda thermal power plant near here, two units of 500 mw each to its facilities in Bhusaval, North Maharashtra and 351 mw unit to Gujarat State Energy Generation Ltd's unit at Hazira, he said.

 Poor performance by water works department (WWD) apparently pushed the Nagpur Municipal Corporation (NMC) to privatize the department amidst opposition from all corners.

The department's bad performance can be gauged from the very fact that the officials have failed to recover outstanding dues of over Rs 5.5 lakh from a domestic consumer in Gokulpeth area besides Rs 4, 37,518 dues from a Dharampeth resident. Though the department had conducted a drive to disconnect connections of consumers who failed to pay the taxes, such hefty dues expose the lackadaisical approach of the department officials.

"Had the department officials showed interest in its recovery drive, the decision to privatize the department could have been averted," said former NCP corporator Vedprakash Arya.

According to available information, NMC is yet to recover water bills amounting to crores of rupees from government, semi government offices, several luxury hotels and private parties till last financial year.

The authorities failed to initiate any strict against bigger parties to recover the dues. "They only woke up when the dues increased manifold," Arya pointed out.

The department recently disconnected water connections of 21 such defaulters after they failed to pay dues despite repeated warnings. Of these, the dues two consumers had crossed lakhs, while that of 15 consumers was more than Rs 10,000 each. A resident from Takshashila Apartment has dues to the tune of Rs 63,551, while a restaurant owner in Anant Nagar owes Rs 78,577 to the department.

Of the 21, maximum numbers of defaulters were from Mangalwari zone at 11 followed by Dharampeth with eight and two from Hanuman Nagar zone.

Candidate should be an Indian National and should have passed the HSC (Std.XII) examination of Maharashtra State Board of Secondary and Higher Secondary Education or its equivalent examination with subjects English, Physics, Chemistry and Mathematics AND Secured minimum 45% marks i.e. not less than 135 marks out of 300 marks (minimum 40% marks i.e. not less than 120 marks out of 300 marks in case of candidates of Backward class categories belonging only to Maharashtra State) in the subjects Physics, Chemistry and Mathematics added together. Revised AND Obtained a non zero score in subjects Physics, Chemistry and Mathematics added together at MHT-CET-2012 OR Candidate should have a valid AIEEE Score (i.e. total score should be positive) for the year 2012-13.   Admission Procedure   1. All eligible and desirous candidates are required to fill the Application Request Form (ARF) which will be available on the college website, http://www.rknec.edu , for both AIEEE-2012 and MHT-CET-2012 appeared candidates from Friday, 1st June 2012 and Friday, 15th June 2012, respectively.     2. Candidates who want to submit their Application Request Form (ARF) by post are advised to make a Demand Draft of Rs.1000/- (non refundable) in favour of ‘Shri Ramdeobaba College of Engineering and Management ’, payable at Nagpur,from a Nationalized Bank before filling the online Application Request Form. Candidates should fill the ARF, submit and take two printouts. One copy should be kept for the candidates record/reference and the other has to be sent either by speed post or courier, along with the original Demand Draft and attested photocopies of required documents to the following address:       ADMISSION REQUEST FORM (ARF) FOR Ist Year B.E. 2012-13 To Dean Admissions, Shri Ramdeobaba College of Engineering and Management , Gittikhadan, Katol Road, Nagpur - 440013     3. All duly filled ARFs should reach the office of Dean-Admissions on or before 5:00 PM, Wednesday 1st July 2012.     4. Local Candidates can submit their ARF directly at the college. They can pay cash of Rs. 1000/-  (non refundable) at the college cash counter and collect cash receipt. They also have to fill an online ARF and take two print-outs. One copy has to be kept for the candidates record/reference and the other has to be submittedalong with the original cash receipt and attested photo copies of required documents. An acknowledgement of submission has to be taken on the candidate's copy of ARF for future reference.     5. Incomplete forms in any respect will be rejected and will not be considered for preparation of Provisional College Merit List (PCML).     6. After last date all eligible forms will be scrutinized and Provisional College Merit List (PCML) for both the categories (AIEEE & MHT-CET) will be prepared and displayed on College Notice Board as well as on College Website. Students are required to check their merit in PCML. Regarding any discrepancies such as : not appearing of name / correction in marks has to be brought to the notice of Admission Office by filling grievance form before 4:00 pm, 6th July 2012.     7. After rectifying the valid and upheld objections, if any, Final College Merit List (FCML) of both categories will be displayed on College Notice Board as well on College Website on 11th July 2012 after 3.00 pm.     8. All candidates are required to attend personally the Institute Level / Management Quota Counseling and Spot Admission Round as per FCML to be held on 13th July 2012, 9:00 am onwards along with Demand Draft of Required Interim Fees, all original documents, Three Passport Size recent coloured Photographs and Three set of attested photocopies of all documents.     9. All admissions will be done strictly on inter-se merit of FCML of respective category at the scheduled time and date. If any candidate fails to attend the counseling on the specified date and time his claim will be lost.     10. After getting Provisional Admission Slip candidate has to complete the other admission formalities in the admission section.     11. The academic session for First Year B.E. is scheduled to begin on Wednesday the 20th July 2012.     12. Candidates are advised to keep themselves abreast with the latest information on admissions by visiting the college website and follow the schedule of admissions strictly.
